[R6RS] Case-sensitivity

By the way, there is a position on this issue that we haven't
discussed: That the 26 alphabetic characters of English are
not case-sensitive, but that all other characters are. The
main advantage of this ad hoc position is that it is backward
compatible without extending Scheme's case folding to arbitrary
languages and Unicode.
I suspect that most people who want case-sensitivity want it
most for the English alphabet, and that their references to
the difficulty of case folding in Unicode are mainly a way
to cite some technical reason that happens to support their
personal preference. If that is true, then this compromise
position would not garner much support. If false, however,
then a backward-compatible compromise might deserve more
consideration than we have given it.
