[R6RS] revised draft of record srfi

I've put a new revision at:

It's also attached for archival purposes.

The changes are:

- Added a Design Rationale section, seeded with material graciously
  written by Anton.  (Thanks!)

- Made RECORD? return #f for opaque record types.

- Pinned down a few of the "unspecified" items.  What remains, as far
  as I can tell, is generativity and a remark on uids.
