It needs to clear when the rule is going to be applied and to what
it is being applied.  I suggest that [vote] or [poll] be put in the
subject line to start the clock for a particular issue and that the
contents of the message include an enumerated list of choices.

   Is 3 work days too short?

I think so.  A longer period, say a calendar week, would reduce
the number of 'I care but can't decide right now' messages.
