[R6RS] termination

You're right, but I'm hesitant to change the first sentence as it's
straight from R5RS.  I need the help of a native speaker here:  What
does "not necessarily by anything else" mean?  Is that a burden on the
user or on the implementation?  Maybe you could suggest a replacement.
