[R6RS] Library distribution format

... seems to have gotten dropped on the cutting-room floor.  The SRFI
83 draft on srfi.schemers.org still has a fleeting reference to it.
(The current chapter mentions it in the introduction, but never
defines it.)  Did it get dropped on purpose?  If not, could Kent or
Matthew write something up?
