[R6RS] command-line vs command-line-arguments

As I mentioned today (and perhaps before) I think that we should rename
the "command-line-arguments" procedure "command-line" since it provides
not just the arguments but also (as the first element of the returned
list) a string representing the name of the running script.  I didn't hear
any objections, but then I didn't hear anyone voice agreement.  Does
anyone object?
