Some issues I noticed.  None of these are critical.

#54: This is a duplicate of ticket #21, which was captured twice (once 
by me and once by someone else).  I plan not to publish it.

#23: the message which effectively withdrew the comment did so "in favor 
of providing an example of this usage", where "this usage" presumably 
refers to constructing a file-options object from a list of symbols. 
Should the reponse mention that the editors will provide a suitable 
example in the next draft?

#107: We discussed specifying #!cs and #!ci in a non-normative appendix. 
  Should the response mention this?

#117 doesn't actually say that we're rejecting the suggestion, although 
I suppose it's strongly implied.
