[R6RS] Where does 'real->flonum' go?

Concerning real->flonum, Mike asked:

Wherever flonum? goes, I think.

If the editors were to accept my proposal for changing the
semantics of libraries to permit an identifier to be imported
from two different libraries so long as its denotation is the
same, then we could put real->flonum in both libraries, and
could resolve a lot of similar questions in the same way.
