[R6RS] 3 things we may want to vote on

As for the first decision, the only consequence will be to make
universal practice standard---all Scheme implementations I've tried
support it, and many programs rely on it.  (And the only reason we
know about for not doing it earlier was perceived implementation
difficulty, which is clearly not the case now.)

As for the second decision, that may break some programs, but I
conjecture that most of those will be unportable programs because they
rely on an unspecified return value.  (And the rest, I suspect, are
*ugly* programs.)
