[R6RS] Module writeup on Twiki

I've put a summary of the module issues (as I see them) up on the
Twiki.  Note that it's not supposed to be a proposal, but rather an
account of the issues themselves and the positions held by Matthew,
Kent, and myself, respectively.

There's also a little message Jonathan Rees graciously wrote on the
Scheme 48 module system.
